He pulls a few punches in describing the full extent of their on-ground tactics and violence, which is probably good given the wide audience.
This is a vivid, urgent account of the War on Terror by someone who helped shape its strategy, as well as witnessing its evolution on the ground. Kilcullen’s essay will be available for sale at the event. The first step he says is to take away the sense of statehood that ISIS enjoys now.
